In 1994, with the adoption of South Africa’s new Constitution, an intense period of reforming and reorganising the state ensued thereby forming the government as we know it today. Understanding how government is set-up, how it functions and, importantly, how it translates strategy into action through various entities and budget mechanisms is important to understand for anyone in the developmental space.

Matt Cullinan is an urban and regional planner with over 20 years of experience working in South Africa with municipalities and provincial and national government. He has specialised in regional economic development, facilitating partnerships, and building resilience in municipal services provision.
